Sixteen years after the Forest Rights Act 2006 came into effect and promised to become a game-changer in forest governance in India, the progress on the ground has been highly uneven. Only three states have recognized a significant number of Community Forest Resource Rights (CFRRs), and only one of them (Maharashtra) has enabled their operationalization. While the outcomes in Maharashtra have been impressive, violations abound elsewhere. Consequent to non-recognition, unregulated displacements due to ‘development’ and ‘conservation’ projects continue. Even where recognized, state agencies refuse to let go of their monopolies. The recent upsurge of interest at the central level notwithstanding, democratizing forest governance in India remains an uphill task.
